Animal Control: Responsible Pet Ownership in Whispering Hills
Whispering Hills is a quiet, nature-loving community—and we want to make sure our pets and our neighbors live in harmony. The Dog Control Bylaw helps ensure everyone’s safety and enjoyment by setting clear expectations for responsible dog ownership in the Summer Village.
Key Rules for Pet Owners:
🐾 Dogs must be leashed or under direct supervision at all times.
A dog is considered "At Large" if it is off the owner's property and not securely leashed, or if it's on the owner’s property but not properly supervised and able to leave the property at any time.
🐾 Pick up after your pet.
Owners must carry supplies to clean up dog waste and dispose of it properly—every time.
🐾 No excessive barking.
If your dog is disturbing the peace with frequent barking or howling, you may be subject to fines.
🐾 Female dogs in heat must be kept indoors or in a secure kennel.
This prevents unwanted attention from other dogs and helps keep the peace in the neighborhood.
🐾 Dangerous dogs must be securely confined.
Dogs that have been deemed dangerous must be kept in secure pens on private property and must be muzzled and leashed when off-property.
🐾 No more than two dogs per property (over six months of age) are allowed without special permission or a kennel permit.
Nuisance and Dangerous Dogs
If a dog poses a consistent problem (e.g., repeated complaints or violations), it may be declared a Nuisance Dog. Owners of such dogs may be given written directions and will be expected to take additional steps to control their animal. Similarly, dogs found to be
aggressive or threatening may be designated as Dangerous Dogs, which carry stricter confinement and control rules.
Enforcement and Fines
Whispering Hills does not have a full-time Animal Control Officer. The Chief Administrative Officer (CAO) currently oversees enforcement of the bylaw, including responding to complaints, issuing notices, and arranging for impoundment if necessary.
Fines range from $150 for minor offences (e.g., not picking up waste) to $2,500 for serious incidents, such as a dog attack. Repeat offenders face increased penalties.
